4,646 Packaging Materials Seized During Action in Loni; 1,158 LPG Regulators Also Seized in Separate Action at Mohan Nagar
Ghaziabad, September 11, 2026: In a major enforcement action aimed at protecting consumers from substandard and non-conforming products and curbing the misuse of the BIS Standard Mark, the Bureau of Indian Standards (BIS), Ghaziabad Branch, conducted search and seizure operations at two separate locations in Loni and Mohan Nagar, Ghaziabad.
During the operation at a helmet manufacturing unit in Loni, BIS teams seized 730 helmets along with 4,646 packaging materials. Preliminary findings indicated that the products were carrying an ISI Mark using a BIS licence number that had already been cancelled.
The use of a cancelled BIS licence number to represent products as ISI-certified raises serious concerns regarding compliance with prescribed safety and quality standards and has prompted enforcement action by BIS.
The operation was conducted by joint teams from the BIS Ghaziabad, Delhi and Noida branches under the provisions of Section 28 of the BIS Act, 2016. The seized products have been taken into BIS custody for further legal proceedings.
Enforcement Action Led by Senior BIS Officials
The enforcement action in Loni was led by Shailendra Kumar Verma, Scientist-C & Deputy Director, BIS Ghaziabad Branch, and Harshit Kumar Jain, Scientist-C & Deputy Director, BIS Noida Branch.
The preliminary investigation found that the concerned unit was involved in activities relating to the manufacture and/or storage of helmets bearing the ISI Mark despite the associated BIS licence having been cancelled.
In a separate enforcement action at a unit located in Anand Industrial Estate, Mohan Nagar, BIS teams seized 1,158 LPG regulators.
The operation was led by Rajendra Kumar Palsania, Scientist-D & Joint Director, BIS Ghaziabad Branch, and Sachin Singh Naruka, Scientist-C & Deputy Director, BIS Delhi Branch.
The seizure of LPG regulators forms part of BIS’s ongoing efforts to identify and prevent the circulation of products that do not meet applicable Indian Standards and to safeguard consumer interests.
Helmet Quality Directly Linked to Road Safety
For two-wheeler riders, a helmet is not merely a statutory requirement but a critical safety product that can provide vital protection in the event of a road accident. Therefore, ensuring that helmets conform to the prescribed safety and quality standards is of utmost importance.
Protective helmets for two-wheeler riders are required to comply with the applicable BIS standards, including IS 4151:2015. Consumers are advised to purchase helmets only from legitimate sources and to verify the authenticity and validity of the associated BIS certification before making a purchase.
BIS Warns Against Misuse of the Standard Mark
The enforcement action in Ghaziabad reinforces BIS’s continued efforts to crack down on the misuse of the ISI Mark, unauthorised use of BIS licence numbers and circulation of non-conforming products.
BIS is committed to ensuring that products available in the Indian market comply with the applicable standards and that consumers are protected against misleading claims, counterfeit certification marks and products that may compromise quality and safety.
Manufacturers, sellers and other stakeholders are advised that the unauthorised or misleading use of the BIS Standard Mark constitutes a serious violation, and appropriate action will be taken against entities found violating the provisions of the BIS Act and applicable standards.
BIS Appeals to Consumers to Verify Certification
BIS has urged consumers to remain vigilant while purchasing ISI-marked products. Consumers should not rely solely on the presence of an ISI Mark, but should also verify the validity of the corresponding BIS licence.
Consumers can use the BIS Care App to verify information relating to BIS licences and certification. Such verification can help consumers determine whether the ISI Mark displayed on a product is linked to a valid BIS licence.
BIS appeals to consumers to verify the authenticity and validity of the BIS licence before purchasing helmets and other ISI-marked products. Any suspected misuse of the ISI Mark or sale of products carrying questionable certification claims should be promptly reported to BIS through the appropriate channels.
The enforcement action underlines BIS’s commitment to strengthening market surveillance, preventing misuse of the Standard Mark and ensuring that consumers have access to products that meet prescribed Indian safety and quality standards.
